Yes, the new Ultegra 10 speed group will offer juvenile cassettes with following build up:
13-14-15-16-17-18-19-21-23-25T
14-15-16-17-18-19-20-21-23-25T
15-16-17-18-19-20-21-22-23-25T
16-17-18-19-20-21-22-23-25-27T
And Shimano still offers a 9-speed cassette which starts from 14-teeth. In most of the European countries this can be used for juvenile racers.
